The average rate on the 30-year fixed mortgage rose slightly to 3.95 percent this week, Freddie Mac said Thursday. Last week's average 3.91 percent rate was the lowest on records dating back to the 1950s. Here's a look at rates for fixed- and adjustable-rate mortgages over the past 52 weeks.

    New satellites to extend China's military reach (Reuters)

    HONG KONG (Reuters) ? China this week reached a milestone in its drive to master the military use of space with the launch of trials for its Beidou satellite global positioning network, a move that will bring it one step closer to matching U.S. space capabilities.

    If Beijing can successfully deploy the full 35 satellites planned for the Beidou network on schedule by 2020, its military will be free of its current dependence for navigation on the U.S. global positioning network (GPS) signals and Russia's similar GLONASS system.

    And, unlike the less accurate civilian versions of GPS and GLONASS available to the People's Liberation Army (PLA), this network will give China the accuracy to guide missiles, smart munitions and other weapons.

    "This will allow a big jump in the precision attack capability of the PLA," said Andrei Chang, a Hong Kong-based analyst of the Chinese military and editor of Kanwa Asian Defense magazine.

    China has launched 10 Beidou satellites and plans to launch six more by the end of next year, according to the China Satellite Navigation Management Office.

    Chinese and foreign military experts say the PLA's General Staff Department and General Armaments Department closely coordinate and support all of China's space programs within the sprawling science and aerospace bureaucracy.

    As part of this system, the Beidou, or "Big Dipper," network will have an important military role alongside the country's rapidly expanding network of surveillance, imaging and remote sensing satellites.

    China routinely denies having military ambitions in space.

    Defense Ministry spokesman Yang Yujun on Wednesday dismissed fears the Beidou network would pose a military threat, noting that all international satellite navigation systems are designed for dual civilian and military use.

    CATCHING UP WITH THE U.S.

    China accelerated its military satellite research and development after PLA commanders found they were unable to track two U.S. aircraft carrier battle groups deployed in 1996 to the Taiwan Strait at a time of high tension between the island and the mainland, analysts say.

    The effort received a further boost when it was shown how crucial satellite networks were in the 1991 Gulf War, the 1999 NATO bombing of Yugoslavia and the 2003 invasion of Iraq.

    While China still lags the United States and Russia in overall space technology, over the last decade it has rapidly become a state-of-the-art competitor in space-based surveillance after deploying a range of advanced satellite constellations that serve military and civilian agencies.

    With the launch of more than 30 surveillance satellites over the last decade, according to space technology experts, the PLA can monitor an expanding area of the earth's surface with increased frequency, an important element of reliable military reconnaissance.

    That coverage gives PLA commanders vastly improved capability to detect and track potential military targets.

    Real-time satellite images and data can also be used to coordinate the operations of China's naval, missile and strike aircraft forces in operations far from the mainland.

    "What we are seeing is China broadly acquiring the same capabilities in this area as those held by the U.S.," said Ross Babbage, a Defense analyst and founder of the Canberra-based Kokoda Foundation, an independent security policy unit.

    "Essentially, they are making most of the Western Pacific far more transparent to their military."

    In a recent article for the Journal of Strategic Studies, researchers Eric Hagt and Matthew Durnin attempted to estimate the capability of China's space network using orbital modeling software and available data on satellite performance.

    China's most basic satellites carried electro-optical sensors capable of taking high resolution digital images in the visible and non-visible wavelengths, wrote the authors.

    More advanced satellites launched in recent years carried powerful synthetic aperture radars that could penetrate cloud and cover much bigger areas in high detail.

    Added to that, China was now deploying satellites that could monitor electronic signals and emissions, so-called electronic intelligence or ELINT platforms, the authors said.

    "Next to China, only the United States possesses more capable tactical support systems in space for tactical operations," they wrote.

    For the Bulls, their Christmas Day thriller win over the Lakers was followed by a very poor performance against the Golden State Warriors the following night. Their next game wasn?t a whole lot better but it was a W, as the Bulls defeated the Sacramento Kings at home, 108-98. Derrick Rose has struggled in the past two games, scoring just 13 points against the Warriors and 19 points and 6 turnovers versus Sacto.

    ?I wanted to be more aggressive and attack the hole. (Fouls) are something I have to get through and can't worry about,? Rose said after struggling with foul trouble. ?I'm just happy we won the game.?

    Joplin tornado survivor defies odds, gives thanks to those who saved him

    MOUNT VERNON, Mo. ?

    It was a bittersweet meeting when Missouri National Guard Staff Sgt. Mike Byers, his cousin, Brian Hamlet, and Mark Lindquist reunited. Three months and three days prior, the trio came together amidst the destruction of the Joplin tornado. And while this day was one for thanks, praise and celebration, it was not without tears.

    ?What do you say to someone who saved your life?? asked Lindquist, squeezing tight to Byers? hand in a room at the Missouri Rehabilitation Center in Mount Vernon. ?I really love these guys.?

    Lindquist, who was in a coma for seven weeks following the tornado, remembers bits and pieces of that Sunday afternoon in Joplin, his memory faltering from trauma and possible brain damage, said his sister, Linda Lindquist Baldwin.

    Byers and Hamlet remember their meeting quite well, and Baldwin has put the puzzle pieces together from the scattered first few days after the tornado. She didn?t know whether her brother was alive or dead, she said as they all gathered at Lindquist?s beside to tell the story.

    ?Brian and I were waiting for the babysitter to come,? said Byers. ?We were watching television and I could see a tornado was touching down. We immediately said ?we?ve got to go help.??

    Hamlet and Byers gathered supplies; bandages, specifically, but forgot them before rushing south from Byers? home in Alba. Getting out of their vehicle? near Iowa Street, Byers and Hamlet headed for the group home known as Community Group Services where Lindquist had shown up for work a half-hour before the twister slammed the city.

    ?I didn?t even know it was a group home,? said Byers of the mess of wood, metal and glass that was Community Group. ?We just started pulling people out. We pulled a lot of people out and put them on trucks. Some people were dead.?

    In fact, Byers and Hamlet thought Lindquist was dead, his face drained of color and his eyes rolled back into their sockets. But Lindquist spoke up and Byers and Hamlet went into action.

    ?I prioritized him first, but he was fighting us,? said Byers, recalling Lindquist was 50 pounds heavier and had an athletic build that day in late May.

    Lindquist, fighting to find the patients he was sheltering when the storm hit, struggled so much some bones fell from his shoulder, said Byers, who along with Hamlet managed to get Lindquist onto a stretcher made from a door.

    ?You send your worst out first,? said Byers, reciting Army training, ?and that was the last we saw of him.?

    Baldwin was fighting too - for information on her brother, she said. She and other family members gave Lindquist?s description to area hospitals, but he was rendered unrecognizable due to the storm. They checked the morgue, searching frantically for three days, said Baldwin.

    Byers and Hamlet had found Lindquist at Freeman Hospital, and when Baldwin came looking the duo told her his harrowing story.
    ?I have no doubt in my mind my brother would not be alive if not for those two,? said Baldwin of Hamlet and Byers, who have remained in contact to monitor Lindquist?s progress. ?Mike has come to the hospital regularly. He has acted so appropriately.?

    When Lindquist awoke from his coma, he began to ask questions, said Baldwin, specifically concerned with the patients at the group home. After a couple of weeks, Lindquist was told they had died. He tears up when recalling the bear hugs he received from patients he served for six years.

    ?I?m really going to miss them,? he said.? ?All three of them perished.?

    But Lindquist brightens when glancing at photos of his 11-year-old son, Creed, who has visited his dad as often as possible from Arkansas; he brightens when jokingly disparaging the ranking of his beloved Cardinal?s baseball team; he brightens when looking at newly-minted fianc? Carolyn McKinlay, a long-gone love returned for good in the face of tragedy.

    ?I never forgot him,? said McKinlay, of Lindquist, who she dated and lost touch with three decades previously. ?Then I found him on Facebook a year ago.?

    Since, McKinlay has visited from Great Falls, Montana, for weeklong stretches, she said, and when Lindquist recently asked if she would marry him she said yes.

    ?I fell in love with him 30 years ago,? McKinlay said.

    Lindquist is still at the beginning stages of his recovery, Baldwin said, citing shoulder surgeries down the road that will replace now-missing bones due to the disaster. Lindquist, who was afflicted with the fungal infection some suffered from following the tornado fought it off. He also hopes to gain full use of his right arm and hand, eventually.

    While Baldwin and Lindquist give full credit to Byers and Hamlet for Lindquist?s life, the duo shrugs off any credit.

    ?Having come off deployment, you just react,? said Byers of the yearlong tour in Afghanistan he returned from last fall as part of Joplin?s 203rd Engineer Battalion. ?I?m sure I was just one of a thousand guys that helped that day.?

    To land Lisbeth, Rooney Mara needed her toughness (AP)

    NEW YORK ? It took Rooney Mara two and a half months and five screen tests to land the sought-after role of Lisbeth Salander.

    The competition for the fierce heroine of "The Girl With the Dragon Tattoo" included some of the biggest names in Hollywood. The director, David Fincher, is well known for his extreme attention for detail ? which Mara had witnessed firsthand in her small but memorable performance in his "The Social Network." He shot her largest scene, the opening verbal volley between Mark Zuckerberg (Jesse Eisenberg) and his girlfriend (Mara), in 99 takes.

    To become Lisbeth, Mara had to prove she shared her mettle.

    "It was like I couldn't imagine what I would be doing if I wasn't doing that," says Mara. "I couldn't see forward in my life without doing it."

    It was her tenacity, ultimately, that won over Fincher, who, in an unusually drawn-out audition process, also considered Scarlett Johansson, Natalie Portman, and Carey Mulligan, among others.

    "The thing that put it over the top for me, to go, `Guys, this is my final choice,' is: She just wasn't going to be denied," says Fincher. "And that indomitability was so important to Lisbeth. That is the most important thing. Forget 98 pounds, forget black hair, forget the tattoos, forget the piercings. I needed somebody who wasn't going to stop. She just kept going."

    For her effort, Mara was rewarded with a clearly life-changing experience making the film with Fincher in Sweden, generally rave reviews for her version of the iconic character first played by Noomi Rapace in the original Swedish films, an entry to movie stardom and, most recently, a Golden Globe nomination.

    In a recent interview at a New York hotel with paparazzi lurking outside, Mara, 26, didn't give off the impression of an actress having her Big Moment. Instead, she exuded an almost monotone calm, already nostalgic for her journey on "Dragon Tattoo" and eager to finish the global, red-carpet marketing of the film.

    "I spent over a year at 100 miles-per-hour, just working on pure adrenaline for a lot of it," she says. "And it's hard to come down off of that. For someone like me, who really thrives off of having something to focus on, it's hard to lose that."

    Mara, certainly, wouldn't seem a natural for Lisbeth, the hard, androgynous computer hacker who teams up with journalist Mikael Blomkvist (Daniel Craig) in Stieg Larsson's best-selling books. She was raised in the wealthy Westchester County hamlet of Bedford, N.Y., the daughter of Timothy Christopher Mara, an executive for the New York Giants. Her name (Patricia Rooney Mara, in full) comes from her two great grandfathers: Pittsburgh Steelers founder Art Rooney, Sr. and Giants founder Tim Mara ? historic NFL families, both.

    "People always want to know about that and ask about that, but it's not something I thought about very much growing up," says Mara. "I had a normal childhood. I wasn't like some spoiled little football brat."

    Her older sister, Kate Mara, pursued acting with her sights set on Broadway musicals, eventually moving into film and TV. Rooney, though, was slower to embrace acting. Though she had performed in school plays and in student films at New York University, it wasn't until she was around 20 that she began auditioning. She played small parts in films like 2009's "Youth in Revolt" and starred in the 2010 remake of "A Nightmare on Elm Street."

    "The Social Network" was a turning point, even though she only spent four days on the set.

    "It just felt different than anything else I had done," she says. "After that, I got really picky. I didn't work for a year. I didn't work until I got this part because I was just trying to find something that I was really passionate about."

    The differences between Mara's character in "The Social Network," the straightforward, levelheaded Erica Albright, and Lisbeth are stark. Mara considers Albright "much more foreign" to her than the incommunicative, punk Lisbeth.

    Fincher describes Lisbeth as "a damaged wraith, a little crow." He recalls instructing Mara: "I cast you in another movie to be warm and feminine and verbal and mature, and I don't need any of that. I want the antithesis of that. So we need to start from scratch."

    The casting process was very public. Though Mara read much of the online commentary, she spent the two-month audition process as "a shut-in," smoking, reading about and researching the part, and trying to lose weight.

    Craig was not surprised with the outcome.

    "Rooney is incredibly bright, intelligent, a together woman," Craig says. "Her priorities are very straight. ... The fact that it's worked out ? and worked out brilliantly and that she's just amazing in the movie and everybody's going to be blown away by her ? we kind of knew. We kind of knew while we were doing it: `It's fine. She's great. What's the problem?'"

    Whether the franchise will be continued with two more films remains to be seen. It opened over Christmas with a modest $13 million in domestic box office. Mara is to co-star in Terence Malick's planned "Lawless," but she remains plainly enamored of Fincher: "I just trusted him completely," she says. "I would have done anything for him, probably to a fault."

    For Mara, "The Girl With the Dragon Tattoo" was an education.

    "I felt like I was going to school," says Mara. "I had motorcycle for two hours, then I went to dialect for two hours. It was like going to different classes every day."

    Military Bowl: Toledo outlasts Air Force, 42-41, after Falcons gamble on two-point conversion

    Toledo (9-4) then recovered the onside kick and ran out the clock on the highest scoring of the four Military Bowls. The Rockets had taken a 42-35 lead with 5 minutes 1 second left on Bernard Reedy?s 33-yard touchdown reception. The sophomore wide receiver finished with 125 yards receiving on four catches, three of which went for scores, and was named MVP.

    Rockets sophomore quarterback Terrance Owens completed 20 of 25 passes for 201 yards and three touchdowns, and senior tailback Adonis Thomas added 127 yards and a touchdown on 21 carries to give Matt Campbell his first victory as a head coach. The team?s offensive coordinator for the last three years was named head coach on Dec. 12 following Tim Beckman?s departure for Illinois.

    ?For this team, for this staff, I couldn?t be prouder,? Campbell, at 32 the youngest coach in the Football Bowl Subdivision, said after receiving the trophy on the podium at midfield.

    Air Force (7-6) had tied the game at 35 with 5:59 left in the third quarter on Mike DeWitt?s two-yard scoring run. The junior fullback?s second touchdown capped a seven-play drive that began at midfield and included a 20-yard run by Jefferson and an 11-yard run from sophomore wide receive Ty MacArthur to set up first and goal from the 2.

    Several minutes earlier, Toledo struck first in the second half when safety Jermaine Robinson intercepted Jefferson?s pass that went off wide receiver Mikel Hunter?s hands. The throw was a bit behind Hunter, who tried to make the catch while twisting his body in mid-air, but he couldn?t control it, and Robinson collected the carom before going 37 yards into the end zone with 8:56 left.

    It didn?t take long for the offensive fireworks to commence when in the first quarter the teams combined for 35 points and scored on five of six possessions during one stretch. Toledo got the defensively challenged affair started with a 17-yard touchdown pass from Owens to wide receiver Bernard Reedy with 6:38 to play.

    Air Force?s Cody Getz muffed the ensuing kickoff, and the Rockets were in business again when Junior Sylvestre recovered at the Falcons 41. On the next play, Thomas dashed around the left side and sprinted down the sideline for a touchdown and a 14-0 advantage.

    Air Force responded by going 76 yards in eight plays on a drive that included a pass interference penalty against Toledo. That violation, following an 18-yard completion from Jefferson to wide receiver Mikel Hunter, placed the ball at the Rockets 19. Three plays later on third and 12, Jefferson broke through the line of scrimmage, cut to his right and was gone for a 22-yard touchdown with 2:29 remaining.

    As quickly as Jefferson had drawn the Falcons within a touchdown, junior wide receiver Eric Page expanded the lead back to 14 by returning the kickoff 87 yards for a score. The first-team all-Mid-American Conference kick returner handled the kick with plenty of room in front of him, waited for his blocking to develop and followed Reedy through a hole up the middle and into the open field. No one was catching Page thereafter on his way to his first kickoff return for a touchdown this year.

    The Falcons wasted little time in replying though, beginning their next possession with a 60-yard run by wide receiver Jonathan Warzeka to the 3. DeWitt finished the drive with a scoring run on the next play, and after Toledo had a rare three plays and punt, Air Force took over at its 21 to start the second quarter.

    From there, the Falcons used nine plays to tie the game on a drive that included a 15-yard facemask penalty added to a 16-yard run by Warzeka. Air Force picked up 18 yards on a pass from Jefferson to Kauth and thereafter ran the ball seven straight times, culminating in senior running back Asher Clark?s one-yard touchdown on fourth and goal.

    The exhausting pace continued on Toledo?s next possession that lasted all of five plays and ended with a 49-yard touchdown pass from Owens to Reedy over the middle. But the Falcons had the last word of the half, recovering Reedy?s fumble after a long reception and completing the 44-yard drive with Jefferson?s dart to Warzeka for a 37-yard touchdown on fourth and three.

    A Christian on Hitchens' Atheism and Lowe's Muslim Problem (Time.com)

    David Caton owes me one. I interviewed the head of the Florida Family Association last week during his bigoted but successful crusade to get companies like Lowe's to pull ads from All-American Muslim, the Learning Channel reality show about a community of Muslim Americans. Before Caton hung up on me -- he gets angry when you question his complaint that the show presents Muslims in too positive a light and not as crazed radicals plotting to impose Islamic shari'a law from Maine to Monterey -- I corrected his pronunciation of imam, a Muslim cleric, from Eye-mam to the proper Ee-mawm. Later that day, I heard him say it properly on CNN.

    But that's all he got right. I concern myself with Caton -- who also likes to hire small planes to haul banners over Orlando warning people that homosexuals visit Disney World -- only for two reasons. One is that a major corporation like Lowe's actually caved to the Evangelical's ugly Islamophobia. The other is that he got his 15 minutes of fame at about the same time that Christopher Hitchens died, on Dec. 15. Hitchens was best known as one of the "angry atheists" for his 2007 best seller God Is Not Great: How Religion Poisons Everything, and narrow-minded fundamentalists like Caton made his work a lot easier. So of course did extremist Muslims, as well as extremist Roman Catholics, Jews, Hindus and all the fanatics who ruin religion the way drunks ruin driving. Which is why Hitchens' attacks on faith, while brilliantly written, could also feel gratuitous. (See "Christopher Hitchens, RIP.")

    So it's fitting, at least for the silent majority of Christians who aren't hatemongering zealots but who derive hope and humane inspiration from our beliefs, that Caton and Hitchens should both be in the news during the Christmas season. The holiday's anticommercialization critics are right to argue that Christians spend too much time on outdoor lights at the expense of the inner light kindled by the story of God's incarnation in a manger. I'm as guilty as anyone in that regard. But Caton and Hitchens at least give us Christians a convenient place to start. They prod us on the one hand to assess what isn't Christian -- like demonizing gays and Muslims -- and on the other hand to reaffirm why Christianity and religion itself are a positive and not always poisonous influence in the world.

    The crux of the Florida Family Association's campaign is Caton's preposterous claim, as he told me, that "every Eye-mam in this country wants to put the U.S. under shari'a law." Every imam I know here in Miami rejects the idea. "Muslims are only 6 million out of 300 million in this country," one reminds me. "We rely on U.S. law to protect our rights as a minority." They're also a minority who wish Christians well at Christmas: the Koran reverently mentions Jesus and the Virgin Mary almost 60 times. (See "Do Shari'a Courts Have a Role in British Life?")

    One way, then, that Christians can practice Jesus' teachings of love, tolerance and charity this yuletide is by resolving to reassure folks like Muslims that we're not like the Florida Family Association. That we're committed to the code of Christmas -- "Peace on earth to people of goodwill" -- trumpeted by the same angels we place atop the trees in our living rooms.

    That's also one of the best ways to answer Hitchens as well as other angry atheists like Richard Dawkins and quite a few members of my own hypersecular profession. It's a fairly widely accepted maxim that atheist fundamentalists, as I call them, can be just as intolerant as religious fundamentalists. And the problem they share is that both take religion way too literally. Just as Christian fundamentalists insist on a literal reading of the Bible, angry atheists tend to insist that belief in God qualifies you as a raving creationist. (See "Why Christopher Hitchens Is Wrong About Billy Graham.")

    Here's what they refuse to get: Yes, Christians believe that Jesus' nativity was a virgin birth and that he rose from the dead on Easter. But if you were to show most Christians incontrovertible scientific proof that those miracles didn't occur, they would shrug -- because their faith means more to them than that. Because in the end, what they have faith in is the redemptive power of the story. In Evelyn Waugh's novel Brideshead Revisited, an agnostic says to his Catholic friend, "You can't seriously believe it all ... I mean about Christmas and the star and the three kings and the ox and the ass."

    "Oh yes, I believe that. It's a lovely idea."

    "But you can't believe things simply because they're a lovely idea."

    "But I do. That's how I believe."

    I'm willing to bet it's how most believers believe. Before Hitchens died at 62 from esophageal cancer, he made a point of declaring he was certain no heaven awaited him. But that swipe at the faithful always misses the point. Most of us don't believe in God because we think it's a ticket to heaven. Rather, our belief in God -- our belief in the living ideal of ourselves, which is something even atheists ponder -- instills in us a faith that in the end, light always defeats darkness (which is how people get through the wars and natural disasters I cover). That does make us open to the possibility of the hereafter -- but more important, it gives us purposeful inspiration to make the here and now better.

    With all due respect to the memory of Christopher Hitchens, making the here and now better would be difficult without religion. But it's also hard enough without the un-Christian antics of people like David Caton. As Christmas ought to remind us.

    Texas police: Man in Santa suit killed 6 relatives

    GRAPEVINE, Texas (AP) - Police in a quiet Fort Worth suburb worked Monday to piece together a family history after a man dressed in a Santa Claus suit apparently shot six relatives and himself on Christmas.

    Grapevine police spokesman Sgt. Robert Eberling said the shooter showed up in the Santa outfit shortly before gunfire erupted and that the family appeared to have been opening Christmas presents. Police responding to a 911 call found four women and three men dead, along with two handguns.

    "We think he was just inside there celebrating Christmas with the rest of them and decided for whatever reason that's how he's going to end things," Eberling told The Associated Press.

    Investigators worked through Sunday night and into Monday morning, meticulously searching the apartment where the bodies were found, along with vehicles parked outside. Police said they believe the victims were related, though some were visiting and didn't live in the apartment.

    Eberling said investigators are piecing together a "family history," but he declined to get into specifics. Autopsies of the shooter and the victims were being done Monday by the Tarrant County medical examiner, but it would probably be Tuesday before their identities were released, he said.

    "We're getting a clearer picture, but we're not ready to go on the record with anything until we find out from the medical examiner absolute confirmation of identities and the manner of death," Eberling said.

    Roger Metcalf, a spokesman for the medical examiner's office, said the victims have been tentatively identified, but the office couldn't confirm the names because the state driver's license fingerprint database wasn't available on the holiday.

    "In addition, we need to locate next of kin before information can be released, and our investigators are working on that as well," Metcalf wrote in an e-mail to the AP.

    Late Sunday evening, police intently searched a sport utility vehicle parked outside the apartment. The vehicle is registered to a man who listed his residence as a home two miles away in the neighboring suburb of Colleyville.

    Thomas Ehrlich, who lives near the home in Colleyville, told the AP he heard from neighbors that police went to the house Sunday. He said it was his understanding that the man and women who once lived there were estranged.

    Records show the couple had financial problems and that their home, most recently valued on the county tax rolls at $336,200, had been sold in 2010 at a foreclosure auction.

    Police and firefighters rushed to the Lincoln Vineyards complex about 11:30 a.m. Sunday after receiving a 911 call in which no one was on the other end of the line. Because no one responded on the phone, police went into the apartment, located at the back of the complex.

    They found the seven, aged 18 to 60, dead.

    Many of the nearby apartments are vacant, and police said no neighbors reported hearing anything on a quiet Christmas morning when many people were not around.

    The apparent murder-suicide involved the first homicides in Grapevine in more than a year and a half.

    Florida GOP?s Agenda, Once Emboldened, Facing Broad-Based Backlash in Courts

    When Republicans returned to Tallahassee in 2011 with the Legislature firmly under control and a solidly conservative governor taking over for the moderate Charlie Crist, they were emboldened to push an aggressive agenda.

    Sweeping changes to the state?s elections laws were approved, welfare recipients were required to undergo drug testing and state workers were stuck paying 3 percent of their income toward their own pension plan for the first time in decades.

    Often over Democratic objections, the majority privatized prisons across the southern third of the state, restricted the ability of doctors to ask patients if they had guns at home and sent to voters a constitutional amendment allowing the state to provide funding to faith-based organizations.

    All of those measures have now faced a court challenge of some sort, part of a legal pushback by more progressive groups against the new Republican proposals. Several have been halted by judges and others are in limbo as the cases are considered. And lawmakers and Gov. Rick Scott are beginning to chafe at the volume and results of the legal showdowns.

    ?It?s disappointing when the judiciary thinks they?re the Legislature and the governor, when we pass a bill that?s clearly constitutional, and they declare it unconstitutional,? Scott said in a recent interview with the News Service of Florida.

    Senate President Mike Haridopolos, R-Merritt Island, sees the challenges as nothing more than an effort to undermine the Legislature?s agenda by its ideological opponents.

    ?What have liberals historically done?? Haridopolos asked rhetorically in another recent interview. ?When they can?t win elections, they go to the courts.?

    Among some of the more notable cases, and where they stand now:

    ?Leon County Circuit Court Judge Jackie Fulford sounded openly skeptical of the pension changes during oral arguments in October, momentarily walking down from the bench to discuss the merits of the overhaul with a lawyer for the state and saying of one state employee: ?It?s like you?re punishing him for continuing to work?;

    ?Fulford barred the state from moving forward with the privatization plan in a September ruling, then ruled again that the state should ?cease and desist? from taking further steps toward accepting bids for a prison-privatization plan while the case was on appeal;

    ?The welfare drug testing standards were struck down by U.S. District Court Judge Mary Scriven in October in a ruling that has been appealed;

    ?The ?docs vs. glocks? bill was blocked by U.S. District Judge Marcia Cooke in September while the merits of the challenge to the bill are being debated. Physicians say barring them from asking about firearms breaches their First Amendment right to free speech;

    ?The ballot summary language for the constitutional amendment on removing restrictions from tax dollars going to religious organizations was rejected earlier this month, though the summary has since been revised by Attorney General Pam Bondi.

    At the same time, the elections law is part of a complicated legal battle that includes a state lawsuit to get ?preclearance? for the changes under the Voting Rights Act, among others.

    Secretary of State Kurt Browning has challenged the section of federal law that requires preclearance for five Florida counties because of a history of racial discrimination. Meanwhile, voting-rights groups have filed a legal challenge to sections of the law dealing with voter registration and former Republican Sen. Nancy Argenziano, now an Independent, has challenged another portion that would keep her from running for Congress as a Democrat.

    Haridopolos took a veiled shot at Fulford, who as a circuit judge in Tallahassee has drawn some of the cases and ruled against the Legislature, when talking about the suits.

    ?They have a judge in Tallahassee who?s been very helpful, and I disagree with her opinion, and I think that the precedents and the law [are] on our side,? he said.

    At the same time, when discussing a lawsuit that Palm Beach County filed against a state law overriding local firearms restrictions, Haridopolos acknowledged that the GOP-led state itself is party to an effort to strike down a federal law that many Republicans find noxious: The health-care plan approved by Congress and signed by President Obama last year.

    ?Sometimes,? Haridopolos said, ?governments disagree.?

    Arab League team in Syria; death toll rises

    An advance team arranging for Arab League monitors arrived safely in Syria on Thursday as a human rights group reported that 6,200 people, including hundreds of children, have died in President Bashar al-Assad's crackdown on an anti-government revolt.

    Syria, which says it is fighting foreign-backed "terrorists," announced Thursday that more than 2,000 of its security forces had been killed in the unrest.

    The Arab League monitors will assess whether Damascus is acting to end the crackdown, a League official said.

    "We arrived in Damascus safely," Waguih Hanafy, a senior aide to Arab League chief Nabil Elaraby, said by telephone from the Syrian capital.

    In Cairo, Sudanese General Mohammed Ahmed Mustafa al-Dabi arrived for talks at League headquarters to be briefed on his role in leading the 150-strong observer team, which could be sent to Syria before the end of December, provided preparations go smoothly.

    Syria agreed in November to an Arab plan demanding an end to fighting, the withdrawal of troops from residential areas, the release of prisoners and the start of a dialogue with the opposition. It balked for six weeks over letting in monitors.

    In that time, the League imposed economic sanctions and threatened to escalate the matter to the U.N. Security Council. Syria signed a protocol on monitors Monday.

    Plan for monitors
    Dabi, who coordinated between Sudan's government and international peacekeepers there, told reporters at Cairo's airport that he would meet League Secretary-General Nabil Elaraby to follow up on arrangements for the observer mission.

    He said observers would work "with complete transparency to observe the situation in Syria," adding they would hold continuous meetings in the field with all factions, including the Syrian army, opposition, security forces and humanitarian groups.

    Elaraby told Reuters on Tuesday that the 150-strong observer deployment would demand free access to hospitals, prisons and other sites across the country.

    Elaraby said monitors would need no more than a week from arrival to see whether Syria was abiding by the peace plan. He said 10 four-wheel drive vehicles were being sent from Iraq to Syria to help out the observers.

    Death toll climbs
    The British-based Avaaz rights group said it had collected evidence of more than 6,237 deaths of civilians and security forces, 617 of them under torture. At least 400 of the dead were children, the group said.

    The figures were about 1,000 higher that the latest U.N. estimates, which have also been climbing sharply in recent months.

    "No one can now turn a blind eye to the horror-show in Syria. ... One in every 300 Syrians has either been killed or imprisoned," Avaaz executive director Ricken Patel said in a statement.

    "The world faces a choice: It stands by while brutal civil war rips through the country or it steps up the pressure to force Assad out," he said.

    The death toll is rising sharply as the mainly peaceful protest movement against the Assad family's 41-year rule becomes overshadowed by clashes with armed rebel groups, who call themselves the Free Syrian Army.

    Avaaz estimated that 917 in its count died in those clashes, with the casualties roughly divided between the armed rebels and Syrian security personnel.

    This has been one of the bloodiest weeks of the nine-month uprising. On Tuesday, the army's efforts to quash a revolt near the Turkish border killed more than 111 civilians and activists, another activist group said.

    LogMeIn remote desktop app goes free on iPhone and iPad

    Looks like LogMeIn Inc. has suddenly cottoned on to the freemium business model, deciding to offer its basic remote desktop app for iPhone and iPad entirely gratis. Previously, you had to hand over $29.99 for the simple pleasure of accessing your PC and Mac desktops via LogMeIn Ignition, but the new free version (simply 'LogMeIn') amply provides for that barebones service, while bells and whistles are reserved for those who buy an in-app subscription to LogMeIn Pro at $40 per year -- including things like HD video and sound streaming, file transferring and integration with cloud storage services . Confusing matters slightly, the old Ignition app won't die. It'll live on in the App Store with a massively inflated price to support old Ignition customers and -- most importantly -- give them grandfather rights to Pro features, so they don't feel left out and start sniffing around the competition.
