Racial bias case costs Wells Fargo $175M

The Justice Department says Wells Fargo & Co. will pay at least $175 million to settle accusations that it?allegedly discriminated against qualified African-American and Hispanic borrowers in its mortgage lending from 2004 through 2009.

The settlement, which needs approval from a judge, would end the investigation into whether the fourth largest U.S. bank between 2004 and 2009 knowingly targeted minorities for risky mortgages that came with higher costs, according to documents filed in the U.S. District Court for the District of Columbia.

"The Department of Justice today filed the second largest fair lending settlement in the department?s history to resolve allegations that Wells Fargo Bank, the largest residential home mortgage originator in the United States, engaged in a pattern or practice of discrimination against qualified African-American and Hispanic borrowers in its mortgage lending from 2004 through 2009," said a statement from the U.S. Department of Justice.

The settlement will provide $125 million in compensation?for minority borrowers the DOJ said were steered into subprime mortgages, which?usually carry higher fees. Wells Fargo will pay?$50 million more in?direct down payment assistance to borrowers?in parts of the country?where the DOJ identified large numbers of discrimination victims.???

At a news conference, Deputy Attorney General James Cole said the government will ensure that borrowers hit hard by the housing crisis will have an opportunity to access homeownership.

Cole said the bank's discriminatory lending practices resulted in more than 34,000 African-American and Hispanic borrowers in 36 states and the District of Columbia paying higher rates for loans solely because of the color of their skin.

Wells Fargo in May said it could face civil charges under laws that prohibit discrimination against minority homebuyers. At the time, the lender said in a securities filing it believed the charges should not be brought and said it was seeking to show the department that it is in compliance with fair lending laws.

The government investigation found that loans submitted to Wells Fargo by mortgage brokers had varied interest rates, fees, and costs based only on race and not correlated to the borrowers' creditworthiness, according to the court document.

Wells Fargo noted in a statement that it has denied the claims.

"Wells Fargo is settling this matter solely for the purpose of avoiding contested litigation with the DOJ," it said, "and to instead devote its resources to continuing to provide fair credit services and choices to eligible customers and important and meaningful assistance to borrowers in distressed U.S. real estate markets."

The disclosure came after Bank of America Corp's Countrywide Financial unit agreed in December to pay a record $335 million to settle similar charges.

Last year, San Francisco-based Wells Fargo received an $85 million penalty from the Federal Reserve Board over charges it steered borrowers into high-cost loans. The Fed ordered Wells to compensate certain borrowers between $1,000 and $20,000.

The cities of Baltimore and Memphis filed suits alleging Wells Fargo engaged in "reverse redlining," or intentionally targeting minority communities for predatory mortgage loans, leading to high foreclosures in minority neighborhoods.

In May, Memphis agreed to drop its suit after Wells Fargo agreed to contribute $7.5 million toward local homeowner and economic development initiatives. The bank also set a $425 million mortgage lending goal in the Memphis area, including $125 million in loans for low- and moderate-income borrowers.

How the U.S. Accidentally Nuked Its Own Communications Satellite

Fifty years ago, AT&T launched Telstar 1, the first commercial communications satellite?right into the middle of a radiation storm produced by a nuclear test

In 1962, a small spherical satellite weighing about 77 kilograms was launched from Cape Canaveral. ?Its name was Telstar 1, and it was the first commercial telecommunications satellite?the first of a long line that have led to today's digitally connected world, where television programs and other media are easily accessible at locations across the globe.

By the following February, however, Telstar 1 had been completely fried by energetic electrons from a U.S. high-altitude nuclear test.

Walter Brown, a Bell Laboratories engineer who worked on the project, recalls Telstar 1?s triumphs and untimely demise. Currently a professor of materials science and engineering at Lehigh University, he says it was his job to ?examine how radiation in space affects solar cells and semiconductors.? He got rather more than he bargained for.

The day before launch, the U.S. had set off a nuclear explosion at an altitude of 400 kilometers just southwest of Johnston Island in the Pacific Ocean. The test, known as Starfish Prime, released the energy equivalent of 1.4 megatons (million tons) of TNT?creating a huge electromagnetic pulse that produced spectacular aurora over the Pacific.

"The people who set off the nuclear explosion were totally surprised by the huge number of high energy electrons that were released," Brown says. "They had no idea this would be the case until we started seeing this huge flux, a hundred times what was predicted."

The satellite unwittingly became an experiment to analyze the aftermath of a nuclear blast on electronic equipment. "We learned a lot about radiation damage from Telstar 1," he says. "Initially, Telstar 1 couldn't be turned on, some transistors had failed. But the electronics engineers figured a way around that and got it working."

Their efforts bought enough time for the satellite to prove its worth. On July 11, 1962, a day after launch, Telstar 1 relayed the television transmission of an American flag, located outside a base station in Andover, Maine, to a station in Pleumeur-Bodou, France. Brown remembers what happened at the Andover station when the satellite was turned on and radio transmission commenced: ?The project leader Eugene O?Neill whooped and gave thumbs up. And soon everyone was whooping and giving thumbs-up."

On July 23, 1962, Telstar 1 relayed a public broadcast featuring Walter Cronkite, a baseball game, and segments of a news conference by President Kennedy. That evening, it transmitted the first non-cable phone call across the Atlantic.

Telstar 1 vindicated the vision of John Robinson Pierce, a famous Bell Labs engineer who had calculated that 25 satellites placed in suitable orbits around the Earth could provide continuous communication between any two points on the globe by bouncing signals. The first test of his idea had been the Echo 1 satellite, a giant 30-meter-diameter balloon coated with a metallized film, which NASA launched in 1960. Known as a passive communications satellite because it carried no electronics but rather acted as a giant signal reflector, it was used by Bell Labs engineers to successfully bounce telephone, radio and television signals off it. Telstar 1 went a step further. It had its own power source--solar cells that generated approximately 14 watts of power, and a transponder to receive and retransmit television signals or telephone calls.

Its success against the odds inspired a generation of scientists and engineers. Louis Lanzerotti, a physicist at New Jersey Institute of Technology who spent many years at Bell Labs and worked on space missions such as Voyager, Ulysses and Galileo, was a graduate student in nuclear physics at Harvard University when Telstar 1 went into orbit. "The graduate students in the cyclotron lab talked about it," he recalls. "We talked about sending signals across the Atlantic."

Bannister carries Olympic torch on fabled track

OXFORD, England (AP) ? Roger Bannister returned to the track where he broke the 4-minute barrier for the mile 58 years ago, walking slowly but smiling broadly as he carried the Olympic torch across the finish line Tuesday just 17 days before the start of the London Games.

The 83-year-old Bannister walked 30 yards along the track, holding the Olympic torch aloft in his left hand as hundreds cheered for a man who is an embodiment of sporting achievement in Britain.

"In a way, I'm back in the sport that I belong to," he said. "I spent 10 years training before I broke the 4-minute mile."

Bannister ? who shattered an ankle in a car accident in 1975 and didn't run again ? put his walking cane aside and leaned on a young man to descend three stairs from the podium where the Olympic torch was lit to start the day's relay.

He walked down the track before handing the torch to an Oxford doctoral student Nicola Byrom, who ran a full lap wearing the white torchbearer uniform.

Bannister declined to wear the uniform, fueling speculation that the Oxford-educated neurologist may put on the outfit to light the cauldron at the opening ceremony in London on July 27.

Bannister is among those considered a candidate to light the cauldron.

He refused to speculate, saying he was fully focused on Tuesday's torch relay event.

Bannister said he felt "right at home" on the track where he ran the mile in 3 minutes, 59.4 seconds on May 6, 1954. The Iffley Road track is now called the Roger Bannister track.

"It's an honor to be included in a list of torch carriers, which has included injured soldiers back from Afghanistan and other places," Bannister said.

The strong winds on a chilly, rainy Tuesday reminded him of that historic day when "the weather was so bad that I nearly decided not to attempt it."

"In retrospect, I'm glad because if I hadn't attempted it that day I might not have had another chance," Bannister said.

Also in attendance Tuesday was Sebastian Coe, the former two-time Olympic 1,500-meter gold medalist and mile record-holder who chairs the organizing committee for the London Games.

He called Bannister one of Britain's "national treasures of sport."

"Breaking the four-minute mile as a mark of athletic achievement is central in the history of our sport," Coe said. "He paved the way for what we did in the late '70s and early '80s."

Despite attending eight Olympics ? one as an athlete and seven as a spectator ? Bannister never won an Olympic medal. He finished fourth in the 1,500 meters at the 1952 Helsinki Games.

Had Bannister won the Olympic gold in Helsinki, he probably would have retired and the first sub-4-minute mile would have been achieved by someone else. Instead, he competed for another two years and attacked the mile landmark.

Australia's John Landy and American Wes Santee ran times of 4:02, and it was a question of who would get there first.

Bannister scheduled his attempt for May 6, 1954, during a meet between Oxford University and the Amateur Athletic Union. The weather was miserable ? rainy, cool and windy. He only decided to make the attempt when he saw the English flag from a neighboring church start to flutter more gently as the race time approached.

He was paced by English runners Chris Brasher and Chris Chataway. Brasher ran the first lap in 58 seconds and the first half-mile in 1:58. Chataway moved to the front and took them through three laps in 3:01. Bannister had to run the final lap in 59 seconds and did.

The record didn't stand for long. Six weeks later, Landy ran 3:57.9 in Turku, Finland.

Bannister settled the score with Landy in August 1954 at the Empire Games, now called the Commonwealth Games, in Vancouver in what was dubbed the "Mile of the Century" or the "Miracle Mile." Bannister won in 3:58.8, with Landy second in 3:59.

The current record stands at 3:43.13, held by Morocco's Hicham El Guerrouj since 1999.

Bannister had a distinguished 40-year medical career since retiring after the 1954 Empire Games. He was knighted in 1975.

He was among number of sporting celebrities carrying the Olympic flame on Tuesday. At Henley-on-Thames, five-time Olympic rowing gold medalist Steve Redgrave carried the torch in his left and an oar in his right as he helped steer a boat to the Leander rowing club.

"To have my hands on the torch is pretty special," he said.

It may not be the last time. Redgrave is the British bookmakers' favorite to light the cauldron at the opening ceremony.

The flame stops included the Royal Ascot race course, where Italian jockey Frankie Dettori climbed aboard the retired Monsignor to carry the torch around the parade ring.

Dettori was initially forced to jump off the horse after the 18-year-old gelding appeared unnerved by the huge noise from spectators and later by the sight of the flame.

But after calming Monsignor, the Italian jockey rode the horse with the torch in his hand before jumping off again in his trademark leaping dismount.

"It is an honor and a privilege to be invited to carry the Olympic flame, especially at a track that holds such happy memories for me," Dettori said. "I've been round this paddock thousands of times, I've seen the queen here at Royal Ascot, but I've never seen a reception like it."

LOS ANGELES (AP) ? NBC says "The Voice" is teaming a crooner and a country singer for the show's new season.

The network said Monday that Michael Buble will serve as adviser to coach Blake Shelton's team of contestants when the singing contest returns in September.

Buble, who described himself as a "big Blake fan," said he's having a terrific time working with Shelton and his singers. Buble started taping his appearances on "The Voice" Monday in Los Angeles.

NBC has yet to announce advisers for the show's three other coaches, Christina Aguilera, CeeLo Green and Adam Levine.

Kelly Clarkson, Jewel and Baby Face were among last season's advisers, guiding contestants in their choice of songs. "The Voice" is back for its third season Sept. 10.

Google Maps go indoors in the UK

Indoor maps has been announced today by Google for UK Android users. Currently 40 maps are now available ranging from train stations to indoor shopping centers.

It may not be a feature that we all use very often but as more and more indoor maps become integrated with Google, the more I see its use increasing. And it is a pretty handy thing to have at your disposal. There is nothing worse than arriving at a large train terminal for example and having no idea where the platform you need is. Especially after a few drinks!  Now all the information is right at your fingertips.

It is just a case of zooming in on the location in question and the map will automatically adjust to show you the floor plan. Simple. And it works beautifully. I just tested it on the Samsung Galaxy SIII. Clever stuff.

Thinking about it I can't understand why we didn't have this feature before. I reckon I can shave some time off of taking the Mrs shopping with this!

Four things to watch in Euro final

It?s strange to think of Italy as upstarts, but given what the Azzurri have been through since their 2006 World Cup, their presence in Sunday?s Euro 2012 final is a minor shock. They floundered at Euro 2008, leading to the dismissal of their coach. They finished last in their group at South Africa 2010. Grouped with Spain and Croatia at this tournament, Italy weren?t a sure bet to make the quarterfinals, particularly given a squad that lacked proven international scorers.

Three weeks later, Italy has earned a rematch their chance to claim another improbable title. In 2006, the Azzurri won their fourth world championship while their country?s domestic league was in the middle of the?calciopoli?scandal. This year, with another match-fixing probe engulfing Italian soccer, Italy has made another strangely timed run. That they?ve done so with a less-talented team than the one that won Germany 2006 emboldens conspiracy theorists ascribing undo connections between scandal and success.

Spain ? the defending world and european champions ? aren?t worried about the mystical as much as the practical. Italy has neither lost nor trailed in the tournament, having already claimed an opening match draw from the Spaniards. That the world?s top-ranked team played well against Italy and wasn?t able to get a win had to be engender some doubts.

Doubts or not, Spain still go into Sunday?s final marked favorites. They haven?t allowed a goal since Toto Di Natale scored in the teams? first meeting, setting a record Euro record for the longest span without allowing a goal (a streak now up to 419 minutes). Between European Championships and World Cups, Spain have not allowed a knockout round goal since World Cup 2006.

Their quest to extend that streak begins at 2:45 p.m. Eastern on Sunday, when they?ll meet Italy in Kiev for the title of 2012 European champions. Here?s your playlist:

1. Stories of threes and nines

Italy and Spain?s first meeting nearly broke the internet, with tactics freaks freaking out when a sweeper system went up against a team employing a false nine. Crudely translated: One team (Italy) was playing with too many defenders against another (Spain) with not enough forwards. Somehow, we got two goals out of a match that?s turned out to be one of the tournament?s best.

On Sunday, Italy will start with a conventional back four, though it?s unclear what Spain will do. They could see their first match struggles as caused by their lack of a striker. That would almost assuredly push Cesc Fabregas to the bench, even though Fabregas has arguably been their best attacker (when playing). He scored the goal versus Italy and was the team?s best playmaker when coming on against Portugal.

In that match, Vicente Del Bosqure gave Alvaro Negredo his first start of the tournament, trying yet another striking option. Negredo was also Del Bosque?s first sub after the Sevilla striker never properly utilized. Ultimately, the choice was little more than a hint that Del Bosque doesn?t have things figured out. Who knows which direction he?ll go in on Sunday.

2. Andrea and Mario

Italy?s had been a one-man show throughout most of the tournament, but with Mario Balotelli bagging two goals against Germany, Andrea Pirlo?s no longer the only star Spain will have to worry about. Fortunately for Vicente Del Bosque, the holders are well-equipped to handle both.

Against Pirlo, Spain will have a number players capable of pestering him. Xavi Hernandez is most likely. If Spain goes striker-less from the start, Cesc Fabregas will help. Also expect David Silva and Andres Iniesta to help, with Italy having almost no threat from the fullback positions. All of Spain?s players are used to the kind of high-intensity pressing that could disrupt Italy.

At the back, the holders have two defenders who match up well with Balotelli, even if a Sergio Ramos-Mario Balotelli confrontation could be explosive. But both Ramos and partner Gerard Pique have a combination of footspeed, athleticism, and strength that will keep them from being overmatched in one-on-one situations.

The bigger worry for Spain is whether their defense can avoid the mistakes that befell Germany ? the type of mistakes that were responsible for Italy?s only goal during the teams? group stage meeting.

3. Relying on Andres

Even through all three of Spain?s forwards played well against Italy, Andres Iniesta was by far Spain?s most effective player. His willingness to dribble at and through defenders was Spain?s most reliable tactic, with the Barcelona star often forcing sweeper Daniele de Rossi into evasive action to snuff out movements.

Unfortunately, that tactic didn?t produce any goals in the first game. Though Iniesta started the movement that led to Spain?s equalizer, that goal came via combination play through the middle (David Silva finding Cesc Fabregas running through the left channel). It didn?t come through Iniesta?s ability to beat a man.

On Sunday, Iniesta will be going at a right side anchored by Andrea Barzagli. His injury during Italy?s first two matches caused Cesare Prandelli to go to a 3-5-2/5-3-2 formation. Since he?s been back, Italy?s gone 4-4-2 (or, 4-3-1-2) and have not allowed an open play goal.

Iniesta may be one of the best players in the world, but Italy?s performance since Barzagli?s return serves as a cautionary note. If Spain?s relying on Iniesta to break down Italy?s right side, the tactic?s unlikely to be more successful than it was three weeks ago.

4. No more patience

Last round, we noted many of Spain?s opening goals during their string of knockout round victories have come in the second half. Although they didn?t break through against Portugal, Spain certainly looked better at minute 120 than minute one, hinting Spain?s still capable of winning an attritional battle.

Italy doesn?t seem likely wilt by attrition. Though Cesare Prandelli has Italy playing with the ball more, they remain very comfortable ceding control of the game and waiting for their opponents to make mistakes in attack. That?s how they got their two goals against Germany.

That leaves Spain in the uncomfortable position of needing to increase pressure on Italy while maintaining more than a mere safety net at the back . You would think, given Germany?s problems breaking down Italy, one of those two things would have to give. Spain would either have to be more aggressive ? more readily push the likes of Jordi Alba and Xabi Alonso higher into the attacking third ? and push for a goal, or they could prioritize their shape at the back and perhaps end up waiting for an Italian mistake.

That paradoxical tension will define Sunday?s match. The more aggressive Spain are, the more they play into Italy?s hands. But if they aren?t aggressive enough, they risk Italy taking the game from them, as the Italians almost did in group play.

In that way, this will be the most difficult of Spain?s three major finals since 2008. Both Germany (`08) and the Netherlands (`10) were there for the taking. The Spanish could control the game without worrying about how that fed into their opponents? attack. On Sunday, unless they?re careful (or happen to score early), the qualities that make Spain so dominant could become their undoing.

NHL, players' union open labor negotiations with meeting

NEW YORK - The NHL and the players' union opened negotiations on a new labor deal Monday by meeting for about 2 1-2 hours.

Commissioner Gary Bettman and Deputy Commissioner Bill Daly met with NHLPA Executive Director Donald Fehr, union special counsel Steve Fehr and several player reps at the league's Manhattan offices.

"Members of our League Office staff and several of our owners met today with the NHLPA and various members of the players' negotiating committee at the League Office in New York," Daly said in a statement released after the meetings. "The meeting was very cordial and we hope it was constructive.

"Before breaking, the parties discussed follow-up steps and confirmed plans for future meetings. We have nothing further to report at this time."

Washington Capitals owner Ted Leonsis declined to comment as he left the building and hopped into a waiting car.

"Following today's meeting, we will review the NHL's initial presentation with the Players' committee before reconvening for further talks later next week." Donald Fehr said.

Among the players in attendance were Scott Hartnell of the Flyers, Rick DiPietro of the Islanders and George Parros of the Anaheim Ducks, Chris Campoli of the Canadiens, Dan Winnik of the Sharks, Brandon Dubinsky of the Rangers, Brad Boyes of the Sabres, Ron Hainsey of the Jets.

This was the first formal talks between the two sides. They come after the NHLPA's executive board held a three-day meeting in Chicago earlier this week.

The collective bargaining agreement expires Sept. 15. There is fear the league could be heading toward another lockout.

The owners locked out the players in 2004 and it cost the NHL an entire season. The agreement that came out of that deal put in place a salary cap for teams for the first time.

Fehr, the former head of the baseball players' union who was hired by the NHLPA after the last labor deal was cut, said Wednesday at a news conference in Chicago that the players would be willing to start the season without a deal if negotiations were ongoing.
